Office of the Governor — Economic Development & Tourism is Texas’s statewide economic development office and the deal-closing arm of the governor’s office. Under Governor Greg Abbott, it supports projects that are competing across states and brings together business development, economic development finance, the Texas CHIPS Office, and tourism.
Its named incentives include the Texas Enterprise Fund, the Texas Semiconductor Innovation Fund, the Governor’s University Research Initiative, the Texas Spaceport Trust Fund, and the legacy Texas Emerging Technology Fund. GURI is listed at up to $5 million, while the office’s broader role is to support large projects through state incentives tied to major relocation, expansion, and new facility decisions.
The strongest fit is capital-intensive work with job creation or expansion pressure, especially in manufacturing, semiconductors, energy, biotech, medtech, materials, hardware, and advanced infrastructure. It is aimed at projects where site competition and scale matter more than a small research award.
