Ministerio de Ciencia, Tecnología e Innovación (MinCiencias) is Colombia's national ministry for science, technology, and innovation. It was elevated from the legacy Colciencias agency in 2019 and now steers the country's public science portfolio across training, research, innovation, and internationalization. Its current ACTeI 2025-2026 plan is framed around five missions: bioeconomy and territory, the right to food, energy transition, health sovereignty, and science for peace.
The ministry funds scholarships, research grants, research-group recognition, journal indexing, and tax incentives for private-sector R&D. Awards move through PGN calls and the SGR-CTeI royalty fund, with the royalty route carrying much of the project cash. Its visible programs include Becas para El Cambio, Colombia Inteligente, Fortalecimiento de Capacidades Territoriales, Beneficios Tributarios CTeI, and Reconocimiento y Medición de Grupos de Investigación.
MinCiencias also runs the country's core research infrastructure through CvLAC, GrupLAC, InstituLAC, and Publindex. That makes it more than a grantmaker: it is the policy and registry hub for Colombia's science system. Applicants do best when a proposal aligns with a ministry mission, fits a formal call, and can be tracked through the national researcher and group systems.
