South Carolina Department of Revenue is the state's tax authority, not a grant agency. It administers South Carolina business tax credits, processes claims on the TC-# forms, and uses MyDORWAY for electronic filing under authority from the General Assembly.

Its business-facing credits include the 5% Research Expenses Credit, the Job Tax Credit, the Headquarters Credit, the Capital Investment Credit, and the Angel Investor Credit, along with a wider set of roughly 60 state credits. These incentives reduce South Carolina income, withholding, or license-fee liability rather than delivering cash awards.

Companies usually reach DOR after an upstream certification step from Commerce or the Coordinating Council for Economic Development, especially for location or hiring incentives. The agency also publishes the annual county tiers used for Job Tax Credit calculations and certifies Qualified Business status for the Angel Investor Credit. Its role is administrative and procedural, with the substantive economic-development decision often sitting elsewhere in the state apparatus.
