The FWF 1000 Ideas Programme funds completely new, high-risk, or unusually original research ideas that are judged too unconventional for assessment under standard competitive review. Awards range from €50,000 to €175,000 over project durations of 6 to 24 months, covering seed-stage research across all scientific disciplines at Austrian institutions. The programme is currently between active calls, but when open it accepts submissions on a rolling or periodic cycle. Approximately 20 projects are funded per call from the global pool of applications.

The selection mechanism is deliberately unusual: all proposals undergo double-blind review by an international jury, but only those assessed as "worthy" advance — and from that vetted pool, final funding decisions are made in part by random selection. This explicit lottery element is an intentional experiment by FWF to counteract the risk-aversion that standard expert panels exhibit when evaluating genuinely novel ideas. Eligibility requires a PhD or MD and at least 50% employment at an Austrian research institution; the PI's own salary may not exceed 50% of the total project budget, and doctoral positions cannot be hired as project personnel under this instrument.

For researchers with speculative ideas that would not survive traditional merit review, the 1000 Ideas Programme is the appropriate entry point in the FWF portfolio. The €50,000–€175,000 range is calibrated for early-stage conceptual work: proof-of-principle experiments, new theoretical frameworks, or inter-disciplinary approaches that challenge established paradigms. Applicants should articulate clearly why the idea is too unconventional for a standard PI project application, since the programme's scientific board screens specifically for that quality.
