Hydrogen Headstart Round 2 is the Australian Renewable Energy Agency's A$2 billion production-credit program designed to underwrite the commercial launch of large-scale renewable hydrogen production in Australia. Rather than a conventional grant, the program delivers revenue through a Headstart Production Credit — a per-kilogram payment made over a ten-year operating period once a project reaches production. This revenue support is intended to bridge the gap between the current cost of renewable hydrogen and the price the market can pay, enabling projects to reach financial close with commercial debt and equity.

The program targets large-scale commercial producers, not laboratory or research-scale projects; universities and research organisations are ineligible. Eligible applicants are for-profit and nonprofit commercial entities with projects sited and operated in Australia. The EOI window for Round 2 ran from 10 October to 8 December 2025 and is now closed. Only applicants shortlisted at the EOI stage are invited to submit a Full Application. The production-credit structure means successful applicants receive no upfront capital: they must secure project financing independently and then draw down the credit over a decade of operation.

The A$2 billion committed pool is allocated competitively across shortlisted projects through a two-stage process managed by ARENA. Organisations planning to compete in a potential future round should study the Round 2 guidelines to understand the production-credit modelling requirements, the ten-year offtake horizon, and the scale of project ARENA considers appropriate for this instrument.
