The Hangzhou High-Level Talent Classification and Subsidy Scheme is a rolling, city-wide recognition and benefit program administered by the Hangzhou Municipal Human Resources and Social Security Bureau. Applicants are classified into tiers A through E based on credentials, demonstrated achievement, and an employer endorsement from a Hangzhou-registered organization; the A tier covers nationally recognized top talent while B through E descend through leading, outstanding, and general high-level professionals. Applications are processed on a continuous basis through the bureau's portal (rsj.hangzhou.gov.cn) rather than through fixed annual deadlines, making the program permanently open to qualified candidates.
Subsidies are calibrated by tier and category. Housing grants range from CNY 200,000 at the E tier to CNY 2,000,000 at the B tier; E-tier recipients also receive a monthly rental subsidy of CNY 2,500. Medical benefits attach to tier — A-class talent receive Level 1 healthcare; B and C tier receive Level 2. For overseas talent submitting exceptional project proposals, sources cite a maximum project subsidy of up to CNY 100,000,000, though this figure represents a ceiling for genuinely outstanding cases rather than a typical outcome. B and C tier talent additionally receive access to education and additional settlement benefits. Overseas applicants must hold a master's degree or above obtained abroad combined with relevant professional experience; a recognition certificate issued by the bureau is required before any subsidy disbursement.
The scheme functions as the umbrella classification framework under which district-level Hangzhou programs — including the Qiantang Talent Program — operate, meaning tier assignment under this scheme can unlock eligibility for multiple overlapping municipal and district benefits simultaneously. Applicants working at or affiliated with Hangzhou-registered employers across academic, research, and enterprise organizations are eligible, provided their credentials are verifiable and their employer is prepared to formally endorse the application.
