Improved cyber defence operations capabilities

This topic wants solutions that let EU Member States and EDF Associated Countries run military cyberspace operations in a distributed, partly automated way -- force multiplication through automation, decentralised cyber command, and self-adaptive protection that detects and reacts to attacks on its own. It builds on existing national and EU cyber-defence initiatives rather than starting from scratch, and proposals must substantiate how they connect with four named prior EDF and EDIDP projects on cyber situational awareness, command and control, and AI-assisted incident management. Required capabilities include orchestrating and synchronising distributed cyber actions, decentralised battlespace management, audit trails for accountability, shared cyber situational awareness across the distributed force, and transparent, explainable AI that keeps a human in the decision loop. Mandatory work covers studies, design and system prototyping, with large-scale demonstrator testing as an optional extra.
