Funds research to map in-kind benefits and show how public services affect inequality, take-up and vulnerable groups.
Governments provide many goods and services without charge or at subsidised cost, but their effects on income distribution and vulnerable groups are poorly understood outside healthcare. This Research and Innovation Action will establish the evidence base policymakers need to compare in-kind benefits with cash benefits and make fairer choices.

Map free and subsidised in-kind benefits such as food banks, social housing, healthcare, long-term care, childcare, schooling, sport infrastructure and public transport. Build comparable qualitative and quantitative frameworks that translate services into income, assess redistributive effects and segregation, identify local availability and gaps, explain non-take-up, and provide operational advice to reduce inequality and strengthen fairness and cohesion.
