Map free and subsidised in-kind benefits such as food banks, social housing, healthcare, long-term care, childcare, schooling, sport infrastructure and public transport. Build comparable qualitative and quantitative frameworks that translate services into income, assess redistributive effects and segregation, identify local availability and gaps, explain non-take-up, and provide operational advice to reduce inequality and strengthen fairness and cohesion.
