Search-and-rescue teams responding to wildfires, earthquakes and other large-scale disasters often work with equipment that wasn't built for the conditions they actually face — extreme heat, unstable ground, low visibility, and every extra minute costing more. This topic funds building and proving technology that closes that gap, for both search-and-rescue and emergency medical response.

Designing, testing and validating (TRL 7-8) tools, equipment and technologies that improve search-and-rescue and emergency medical response in hazardous disaster conditions — wildfires, earthquakes, and large-scale trauma events. In scope: autonomous drones and robotics, remote sensing, human sensor and smart protective equipment, and a command-and-control solution that coordinates the response across practitioners. The project has to validate the solution through field exercises or simulations in real disaster scenarios, run a stakeholder or market analysis with a roadmap for uptake by industry and the relevant authorities, and factor in the European Civil Protection Pool's capacity gaps and the rescEU strategic reserve so the solution adds to existing EU capacity rather than duplicating it.
