Build evidence-based prevention, treatment and harm-reduction responses to synthetic drugs and stimulants, while reducing associated violence, offending and trafficking from origin to destination. Study pharmacological, social, gender, age, legal, economic and geopolitical drivers; develop practitioner tools and technology; and balance societal and technological research at TRL 6–8.
