Funds evidence, harm-reduction practice and civil-security tools to address synthetic drugs, violence and trafficking across Europe.
Synthetic drugs and stimulants are changing European drug markets, but evidence for emerging substances, risk assessment, prevention, treatment and harm reduction remains incomplete. This Innovation Action supports a comprehensive civil-security response that connects researchers, policymakers, Police Authorities, Civil Society Organisations and NGOs.

Build evidence-based prevention, treatment and harm-reduction responses to synthetic drugs and stimulants, while reducing associated violence, offending and trafficking from origin to destination. Study pharmacological, social, gender, age, legal, economic and geopolitical drivers; develop practitioner tools and technology; and balance societal and technological research at TRL 6–8.
