Researching how existing policies, regulations, support instruments and business models — from local to EU level — affect the rate and depth of renovation of rental properties in the affordable housing sector; validating a methodology for comparing affordability of rented homes across different local housing markets, climates and demographic groups, including people in a vulnerable situation; and designing, validating and quantifying new or improved policies, regulations, instruments or business models that improve affordability while still meeting decarbonisation targets, including their effect on the cost of a deep renovation at different building scales and under different ownership and governance models.
