Funds one winning consortium of public (and possibly private) buyers to jointly run a pre-commercial procurement: a competitive tender that pays competing R&D suppliers to design, build and validate industrial-scale value chains for renewable fuels — bioethanol-to-jet, FT-synthesis fuels, bio-methanol, HEFA, pyrolysis biokerosene, biomethane and e-methanol — up to TRL 8.
