Horizon PCP: De-Risking Renewable Fuel Value Chains

Funds a public buyers' group, not R&D suppliers, to run a €40M tender that de-risks renewable jet and shipping fuel production.

Renewable fuel technologies that could replace fossil jet fuel, marine fuel and other hard-to-electrify demand keep stalling in the same place: proven in the lab, too risky for any single buyer to commit to at industrial scale. This topic funds a way around that — pre-commercial procurement (PCP), where a group of buyers pools money and risk to commission R&D directly, instead of waiting for suppl

Funds one winning consortium of public (and possibly private) buyers to jointly run a pre-commercial procurement: a competitive tender that pays competing R&D suppliers to design, build and validate industrial-scale value chains for renewable fuels — bioethanol-to-jet, FT-synthesis fuels, bio-methanol, HEFA, pyrolysis biokerosene, biomethane and e-methanol — up to TRL 8. Hydrogen as an end-product is out of scope.
