The EU is building one central ocean digital twin — EDITO — but a lot of the detail that makes it useful for real decisions lives at the regional level: sea-basin data, local models and tools that already exist but aren't yet public or plugged in. Building the regional layer of the EU's Digital Twin Ocean: one project per sea basin (Atlantic and Arctic, Mediterranean, Baltic and North Sea, or Danube River including Black Sea) that finds, aggregates and publishes existing regional ocean data, models and not-yet-public local digital twin assets onto EDITO — prioritising hard-to-get data like biologging and acoustic telemetry, and inland-waters data relevant to land-sea connections — then builds region-specific digital twin services on top, covering issues from coastal resilience and biodiversity to climate adaptation and Blue Economy sectors, grounded in long-term ecological monitoring. The project also has to engage regional authorities, sea conventions, industry and local communities in co-designing the tools, adopt AI and big-data methods, and build a 'what-if' scenario library with confidence levels.
