Horizon NEB: Coordinated Homelessness Infrastructure

Designing, developing and validating a system-based approach that coordinates key social infrastructure and services — healthcare, education, employment, community integration and other social services — at neighbourhood level, to structurally address homelessness and support people's reintegration into their communities. The approach has to be grounded in an analysis of the local built environment and existing access to services, especially for chronic homelessness and marginalised groups, and assess how the design of that infrastructure and those services correlates with how much homelessness a neighbourhood has. Proposals also have to work out how to fix the practical reasons coordination fails today — fragmented data, siloed service systems, funding that doesn't scale — and check that homeless groups themselves are willing and able to engage with what's on offer. The approach is developed and validated in at least five neighbourhoods across different Member States and/or Associated Countries, then turned into recommendations other neighbourhoods can apply.
