Applicants first complete a free, mandatory entrepreneurship course, then found a new company and apply for up to 250,000 lei per firm. The fourth edition runs almost entirely on European money, mainly the European Social Fund Plus, with a total allocation of roughly 450 million euros. Start-Up Nation funds new companies set up by graduates of a mandatory, free entrepreneurship course. Pillar I is reserved for people aged 18 to under 30; Pillar II covers people aged 30-35, people with disabilities, the unemployed, diaspora returnees and rural residents (excluding Bucharest-Ilfov). Businesses in HoReCa, retail trade and low-value-add construction are excluded from funding.
