Eurostars Call 11 is an open international R&D funding call through the EUREKA Network, co-funded by the European Union through Horizon Europe as part of the European Partnership on Innovative SMEs. The call opens on 9 July 2026 and closes at 2:00 p.m. CEST on 10 September 2026. Eurostars is the world's largest SME-led R&D funding programme, operating across 37 member countries including all EU Member States and associated countries, plus Canada, Singapore, South Africa, South Korea, Norway, Switzerland, Israel, Iceland, and Turkey. Applications are submitted at eurekanetwork.org/apply.

To be eligible, consortia must satisfy seven criteria: the project must be led by an innovative SME from a Eurostars country; it must include at least two independent entities from at least two Eurostars countries, with at least one country being an EU Member State or Horizon Europe Associated Country; SMEs from Eurostars countries must collectively hold at least 50% of total project cost excluding subcontracting; no single participant or country may hold more than 70% of the budget; project duration may not exceed 36 months; and the project must be exclusively focused on civilian applications. Partner organizations can be any entity type — universities, research organizations, large companies — but the consortium lead must be an SME.

Funding is disbursed by each participant's National Funding Body according to national rules and rates; the EUREKA Network does not itself disburse grant funds. Funding rates, eligible cost categories, and maximum award amounts therefore vary by country. Calls are typically organized twice per year. Applicants should identify their national contact point and national funding agency early in the process to understand country-specific budget caps and matching requirements. Civil and dual-use applications will be screened, and any project with defence scope will be excluded. The programme supports collaborative R&D leading to innovative products, processes, and services intended for commercial deployment.
