Eurostars is the world's largest SME R&D funding programme and is part of the European Partnership on Innovative SMEs, co-funded by the EU through Horizon Europe. The programme funds collaborative international R&D projects led by innovative SMEs from any of 37 participating Eurostars countries. Consortia must include at least 2 independent entities from at least 2 Eurostars countries, with at least 1 country being an EU Member State or Horizon Europe Associated Country. SMEs from Eurostars countries must cover at least 50% of total project cost (excluding subcontracting), and no single participant or country may hold more than 70% of the project budget. Projects are capped at 36 months and must be entirely civil. Crucially, organisations do not receive funding from the Eureka Network โ€” they receive it directly from their own country's National Funding Body according to national rules and rates. Two calls per year are typical; Call 11 closes 10 September 2026.
