Continuous Call — Breakthrough Reforms for Public Sector Productivity
Backs Finnish public-sector reform projects using data and artificial intelligence to improve productivity.
Sitra's Continuous Call for Breakthrough Reforms is a rolling programme under Finland's Public Sector Productivity Programme, launched 22 December 2025 and planned to run through at least 2027. It targets public-sector organisations and multi-organisation consortia seeking to implement transformational reforms that leverage data and artificial intelligence to generate exceptional productivity gains. Sitra positions the programme as the country's primary mechanism for channelling funding toward public-sector reforms with outsized measurable impact, with an intention to deploy a meaningful share of its €10 million 2026 productivity programme budget through successful breakthrough reforms.
To qualify, a proposed reform must generate at least €10 million in verifiable direct productivity benefits by the end of 2030 and must demonstrate scalability to at least ten times that impact by the end of 2035. Scalability can be achieved either by rolling out the reform to at least ten public-sector organisations or by enabling other organisations to implement comparable productivity-enhancing changes they could not have achieved independently. Single-actor incremental service improvements are explicitly excluded. Sitra funds up to 50 percent of total reform implementation costs; the applicant or consortium must cover the remaining 50 percent from its own or third-party sources. Sitra does not pre-cap the funding size or duration allocated to any single breakthrough reform, and amounts are negotiated individually after the joint preparation phase.
Applications are submitted via Sitra's online portal in a concise PowerPoint-format template; deadlines fall every two months, with the most recent published deadline at 29 May 2026 at noon. Selected applicants — up to three per cycle — advance to an unpaid joint preparation phase of one to six months with Sitra, after which funding negotiations begin. Private companies may participate as consortium partners, and Sitra explicitly encourages collaborations involving Finnish startups, growth companies, or Finnish AI innovations.
