Open Internet Stack: development of technological commons/open-source 3C building blocks (RIA)
Funds one project up to EUR 10 million to build an open-source internet technology stack, which then re-grants up to 70% of its budget to third-party developers in EUR 50,000–150,000 awards.
The EUR 400,000 per-third-party ceiling exists specifically to allow a single legal entity to receive more than one sub-grant — say, from different open calls — while still reaching a maturity level that makes the project sustainable, rather than being a strict one-project-one-grant limit. Sub-grants are aimed at small companies, research institutes and independent developers working in the open-source community, provided they already have a track record building solutions aligned with EU rules and values. Beyond money, the lead consortium is expected to actively mature third-party projects — security and accessibility audits, packaging for easy deployment, translating software into EU languages, documentation, performance tuning and licensing advice. The output has to come together as a connected set of open code libraries that adopters can pull from one shared European hub.
