TEKMER Technology Development Center

Supports technology incubators and early startups in Turkey with infrastructure and pre-incubation resources.

The TEKMER Technology Development Center program is administered by KOSGEB, Turkey's Small and Medium Enterprises Development Organization, and provides non-repayable infrastructure grants to support pre-incubation, incubation, and post-incubation ecosystems for R&D-driven and technology-based entrepreneurs. The program is aligned with national development plans and targets the creation of sustainable innovation environments at technology centers across Turkey. All awards are structured at a 75% support rate, meaning applicants must cover the remaining 25% of eligible costs.

Four spending categories carry separate ceilings: furniture and equipment (2,000,000 TRY), shared machinery and software (2,000,000 TRY), personnel costs (3,000,000 TRY), and training and consulting (1,000,000 TRY). A combined capacity development cap of 4,000,000 TRY applies across all categories. Domestic goods receive an additional 15% support bonus on top of the standard 75% rate. Eligible applicants include technology-focused entrepreneurs, startups, and organizations within the innovation ecosystem, including for-profit companies and research organizations registered and operating in Turkey.

Applications are submitted through KOSGEB's formal channels and require a business plan and supporting documentation. Following submission, proposals undergo technical review and board evaluation. The program accepts rolling applications, with no fixed annual deadline, making it accessible to qualifying organizations at any point in the fiscal year. To maximize award value, applicants should prioritize domestically sourced procurement and structure budgets to reach the per-category and combined caps.
