Quantum Computing – complementing the quantum computing FPAs with the development of a technology agnostic software stack (RIA)
Funds two projects, worth up to EUR 5 million each, to build a hardware-agnostic software stack that lets the same quantum applications run across different quantum computers.
This is a single-stage Research and Innovation Action, and eligibility is narrower than the general Horizon Europe list: only Member States, Iceland, Norway, Canada, Israel, South Korea, New Zealand, Switzerland and the UK qualify, to avoid technological dependency on a non-EU source. The Commission wants a cohesive, hardware-agnostic software stack — APIs, compilers, simulators and cloud access layers — that lets quantum applications run across gate-based systems, simulators and annealers, and that integrates with classical HPC and cloud resources including EuroHPC supercomputers. It expects funded projects to collaborate from the outset with each other and with existing quantum Framework Partnership Agreements to agree open interfaces.
