The Commission wants integrated upcycling systems — from collecting and sorting end-of-life waste through to processing it into materials that can replace primary raw materials — aimed at doubling how much secondary raw material gets reused. Proposals should show the economic case for the recycling companies and process industries involved, particularly SMEs.
