The Commission wants improved modelling tools for phasing out fluorinated greenhouse gases (F-gases), especially HFCs used in refrigeration, air conditioning and heat pumps, in line with the Kigali Amendment to the Montreal Protocol. It expects country-level tools covering both Montreal Protocol Article 5 and non-Article 5 countries, including how F-gas phase-down interacts with energy-system decarbonisation.
