Proposals must map the plant-breeding needs of farmers, breeders, industry and society across the EU, evaluate existing infrastructure and demonstration facilities to find gaps, and gather evidence on how EU, regional and national funding sources support breeding research. Work must also assess how participatory approaches — involving farmers and other end users in breeding decisions — are being adopted, then build a structured EU-wide network, ideally by connecting existing initiatives rather than creating a parallel one, and a strategic research and innovation roadmap for EU plant breeding. Particular attention must go to minor, underutilised and permanent crops and to organic varieties and organic heterogeneous material, and proposals must represent the perspectives of all 27 EU Member States.
