This Innovation Action is evaluated in a single-stage round and paid as a fixed lump sum. The Commission expects to fund two projects from a topic budget of EUR 15,000,000, at up to EUR 7,500,000 in EU contribution each. Selected consortia must budget specifically for coordination: the work plan has to earmark resources for clustering and cooperating with other projects selected under the same cal

Proposals must take existing European Earth-observation prototypes — built under Horizon, Copernicus and related national projects — and scale 2 to 3 of them into integrated, AI-powered solutions in areas such as sustainable agriculture, water resilience, biodiversity, carbon management or disaster resilience, co-designed with local, regional or national government users. Work must build on European remote-sensing infrastructure, including satellites and manned or unmanned aircraft, and connect with the wider European data-space and in-situ observation ecosystem. Beyond the technical solutions, proposals must run outreach and training that reaches the wider European Earth-observation community and actively engage with EuroGEO action groups and the Copernicus stakeholder community, including Entrusted Entities and Copernicus Ambassadors.
