This call funds an open, reproducible benchmarking framework and suite for hybrid HPC-quantum computing (HPC-QC) systems, covering throughput, latency and energy metrics plus gate-, system-, software- and application-level quantum benchmarks, supporting both noisy-intermediate-scale and fault-tolerant quantum computing. The framework must be released under the European Union Public Licence and contribute to international standardisation efforts (IEEE, CEN-CENELEC, IEC/ISO).
