The HTSM Call 2025 is a €11.85 million targeted R&D call jointly initiated by Holland High Tech and NWO under the title "Heterogeneous Development Solutions for Semiconductors & Scaling Up Quantum Technologies." The total budget is split equally: €5.925 million for semiconductor research and €5.925 million for quantum technologies. Theme one covers design and process technologies for heterogeneous chiplet integration with AI optimization; theme two covers quantum technologies for computation, communication, and security. The call is part of the broader HTSM topsector strategy for the Dutch high-tech industry.

Consortia must include a minimum of two co-funding partners who collectively contribute at least 20% of the total project budget, payable in cash or in-kind. All applications are routed through NWO — not through the Holland High Tech portal — at the dedicated call URL on nwo.nl. Eligible applicants include universities, research organisations, companies, and nonprofits based in the Netherlands. A matchmaking event was held on March 2, 2026, and Holland High Tech offers consortium-building support for applicants seeking partners across the two technology themes.

The call is focused on advancing the Netherlands' competitive position in semiconductor chiplet integration and quantum scale-up, two priorities in the Dutch National Growth Fund technology agenda. Teams should identify which of the two themes their project addresses before submission, as each theme has a fixed sub-budget. The contact point for consortium-building and programme questions is Holland High Tech's programme team; the formal submission and administrative review is handled by NWO.
