The European Commission wants an approach to map and quantify vacant and under-utilised spaces with high sufficiency potential, plus at least two sufficiency measures that optimise, repurpose or expand the use of existing space rather than building new floor area. Proposals should quantify how much these measures reduce demand for energy, raw materials, land and water, and propose solutions to non-technical barriers like regulation or public acceptance.
