Funds up to EUR 2 million (95% of costs) for multi-country teams that prepare investment plans turning district heating and cooling systems onto renewable energy and waste heat.

LIFE Clean Energy Transition wants technical support that gets district heating and cooling operators, municipalities and other stakeholders ready to invest — either upgrading existing networks so they meet the Energy Efficiency Directive's 'efficient district heating and cooling' criteria, or planning new networks built fully on renewable energy or waste heat. Proposals should produce investment plans covering technical concepts, costs, financing sources, a business case and formal endorsement by the network's own decision-makers, with particular attention to affordability for residents and businesses.
