LIFE Clean Energy Transition wants projects that reduce household energy poverty, split into two scopes chosen up front. Scope A funds long-term coordination structures and policy advice that help national, regional and local authorities and social organisations plan and implement energy-poverty measures together. Scope B funds the energy renovation of multi-apartment buildings with energy-poor residents, focused on fixing the governance and decision-making barriers between landlords and tenants that block renovation, while protecting residents from being priced out afterward.
