Funds up to EUR 1.75 million (95% of costs) for multi-country teams that build cities' and regions' capacity to deliver decarbonisation plans, or that develop blueprints for local heating and cooling plans.

LIFE Clean Energy Transition wants projects that give cities and regional authorities the skills and structures to actually deliver their energy-transition plans, in one of two scopes chosen up front. Scope A builds capacity — peer-to-peer knowledge sharing, funding-stream expertise, regulatory know-how — so authorities can implement existing decarbonisation plans on the ground. Scope B develops methodologies, templates and blueprints that help authorities prepare the local heating and cooling plans EU law requires of municipalities with more than 45,000 residents. Either scope should align with complementary EU initiatives such as national energy and climate plans, national building renovation plans, or the Horizon Europe Climate-Neutral and Smart Cities Mission.
