Covers up to 95% of costs for projects that set up cross-sector coordination on energy poverty or help renovate homes for energy-poor households.

The LIFE Clean Energy Transition programme wants projects that tackle household energy poverty, where families can't afford to keep their homes warm in winter or cool in summer. Proposals pick one of two scopes: Scope A builds formal, long-term coordination structures that get public authorities, health, housing and social-sector actors working together on energy poverty; Scope B directly supports the renovation of multi-apartment buildings in vulnerable, energy-poor neighbourhoods, tackling governance, financing and regulatory barriers that block renovation. Both scopes are encouraged, but not required, to also address summer energy poverty and areas with less-developed support so far.
