Strengthening national frameworks for renewable and efficient heating and cooling in existing buildings
Covers up to 95% of costs for projects that set up national platforms tackling the regulatory and market barriers blocking heat pump and solar thermal roll-out.
Each national platform should assess, for every target country, both the barriers and the enabling conditions for alternative business models and financing schemes covering on-site heat pumps, solar thermal and PVT hybrid systems, then model the impact of specific options to fix what's blocking them. The LIFE Clean Energy Transition programme wants projects that establish or adapt national collaborative platforms in three to five LIFE-eligible countries to unblock alternative business models — like heating as a service, leasing or community financing — that reduce the high upfront cost of installing heat pumps and solar thermal systems in existing buildings. Proposals must assess the specific regulatory and market barriers in each target country (such as permitting, rental rules, or unfavourable electricity-to-gas pricing) and model options to fix them. New heating and cooling networks are out of scope; the focus is squarely on-site heat pump and solar thermal uptake, at minimum for space heating.
