The Commission funds technical assistance to prepare a proposal for a Strategic Integrated Project (SIP) under the Climate Change Mitigation and Adaptation sub-programme — the groundwork behind implementing a National Energy and Climate Plan, a national or regional adaptation strategy, a climate-neutral city or Sustainable Urban Mobility Plan, or a sector-specific low-carbon roadmap. It wants proposals at a large territorial scale — regional, multiregional, national or transnational — with all concerned stakeholders involved and a coordination mechanism for the wider funding needed to implement the plan.
