The European Defence Fund Cofinancing Call #1 (2025) is administered by Innovation Agency Lithuania under the Lithuanian Defence Technology Development 2021-2027 Programme, with the national budget provided by the Lithuanian Ministry of Defence. Its narrow and specific purpose is to co-finance the portion of European Defence Fund (EDF) project budgets that the European Commission does not directly fund — in other words, it covers the national match or co-financing gap for Lithuanian entities already participating in EDF 2022-2023 cycle projects that have received EC approval and funding. The total available pool for this call was EUR 650,000. The maximum grant per project was EUR 100,000, and the funding rate was up to 100% of the co-financing amount requested.
Eligible applicants are Lithuanian-registered economic entities — including both for-profit companies and non-profit organizations — that are already active participants in an EDF project confirmed and funded by the European Commission. Universities and research organizations are not eligible. Required attachments include the application form, the EC confirmation of EDF funding, the EDF financing agreement, and an SME declaration. The grant is classified as a non-repayable subsidy under EU State Aid rules, specifically EC Regulation 651/2014 Article 25e of the General Block Exemption Regulation. Legal authority derives from Lithuanian MoD Order V-696 of 20 September 2021.
The call was open for one week only: 10 December to 17 December 2025, with applications submitted exclusively by email to paraiskos@inovacijuagentura.lt. Selection used competitive scoring with priority awarded to projects where Lithuanian entities lead work packages, where a Ministry of Defence Letter of Intent or Letter of Support exists, and where Lithuanian entities carry a larger share of the overall EDF project budget. A second call under the 2021-2027 programme is anticipated but had not been announced as of early June 2026.
