The DOST-PCAARRD Grants-in-Aid Programme funds competitive R&D projects in the agriculture, aquatic, and natural resources (AANR) sector at Philippine higher education institutions, research and development institutes, and eligible science and technology organisations. The CY2028 funding cycle runs in parallel with the PCIEERD and PCHRD GIA cycles, using the same two-stage gated process: concept proposals submitted in March via the DOST eProposal System, followed by full proposals in May via DPMIS for concept-approved applicants only. For-profit entities are excluded. The programme scope is strictly limited to the AANR sector; industrial, energy, and emerging-technology topics are covered by PCIEERD, and health R&D by PCHRD.

PCAARRD's thematic priorities are derived from the AANR component of the Harmonised National Research and Development Agenda (HNRDA) 2023–2028, which spans crop science, livestock, fisheries and aquaculture, forestry and natural resources, and related food and agricultural technology. Proposals must demonstrate alignment to at least one HNRDA-AANR priority and show a credible pathway from R&D outputs to real-world application in the Philippine agricultural or natural resources context. Per-project award amounts are not disclosed on the public call page and must be obtained from PCAARRD directly or from the consolidated call document.

The CY2028 designation reflects the appropriations year for which successful projects will receive funding. Full proposals are submitted through DPMIS at http://dpmis.dost.gov.ph. Institutions must be registered in DPMIS before the concept submission window opens. Collaborative proposals involving multiple institutions are permitted; the lead institution bears responsibility for submissions and compliance with reporting requirements.
