The Commission wants a pilot project analysing how private-sector situational data -- sensor feeds, satellite and maritime surveillance, underwater-drone outputs -- can support Regional Cable Hubs set up under the EU's cable-security initiative. It's looking for work mapping this data landscape, testing technical and legal access routes, resolving interoperability across providers and sea basins, and running small-scale proof-of-concept demonstrations that measure spatial precision, timeliness, coverage and reliability. That work should also produce a set of concrete partnership models -- service-based, data-sharing, or hybrid arrangements -- through which a Regional Cable Hub could actually obtain private data.
