The KOSGEB Green Industry Support Program (Yeşil Sanayi Destek Programı) is a World Bank-supported Turkish government initiative that provides non-repayable grants to manufacturing SMEs investing in green transformation — specifically solar energy installations and clean or circular economy projects. KOSGEB — the Small and Medium Enterprises Development Organization under Turkey's Ministry of Industry and Technology — administers the program to accelerate sustainable manufacturing practices across the Turkish industrial base. The program operates through two open project proposal calls corresponding to the two components.
The Solar Energy Investments component provides a maximum of 14,000,000 TRY at a 60% support rate, covering machinery and equipment, personnel, software, and service procurement. The Clean and Circular Economy component provides a maximum of 4,000,000 TRY at a 70% support rate. Both components carry enhanced rates for businesses in earthquake-affected provinces: 80% for severely damaged businesses in specified provinces and 90% for other businesses in earthquake-affected areas. Project durations run 8 to 12 months. All support under both components is non-repayable. Applications are submitted via KOSGEB's e-Services portal at e-hizmetler.kosgeb.gov.tr — a different portal from the KBS system used for other KOSGEB programs such as KOBİGEL.
Applicants must be manufacturing SMEs operating in Turkey with projects that fall within renewable energy, resource efficiency, waste management, or circular economy categories. The 8–12 month project duration is short relative to the investment scale, particularly for the solar component, so procurement and installation timelines must be planned before submission. Businesses in earthquake-affected provinces should confirm applicable enhanced rate tiers before finalizing budget figures. Applicants should determine early which component — solar or clean/circular — fits their investment, as the two carry separate maximum awards, support rates, and potentially separate call windows.
