The defining condition is shared use. Awards go to facilities that serve the broad range of federally funded research

Procurement, conversion, upgrade, enhancement and annual operation of shared-use oceanographic platforms and facilities in the ocean, coastal and near-shore waters and the Great Lakes, through three programmes: technical services, oceanographic instrumentation, and shipboard scientific support equipment.
