Most technology funding asks what biological question the technology will answer. This notice does the opposite: it funds projects that focus solely on developing the technology.

That word solely is the whole notice. A project with a biological aim bolted on is not what is being asked for. The technology is the science.

Projects focused solely on the development of technologies enabling the acquisition of biomedical knowledge, justified by technical innovation and by that innovation's utility for future biomedical research, with outcomes that significantly advance the state of the art and are sufficiently characterised for application across a broad range of biomedical research questions. Clinical trials are not allowed.
