Evidence-, theory- and data-building research on security cooperation (the Young Institute track) or on the U.S. interagency irregular-warfare community (the IWC track), producing unclassified, publicly accessible research products. Open to individual researchers, academic and research institutions, and federally funded research and development centers under either track.
