Purchase of research equipment and instrumentation at accredited U.S. institutions of higher education with degree programs in science, mathematics or engineering, in areas of interest to the Department of War's basic research priorities across the Army, Navy and Air Force research offices. For-profit educational institutions and Federally Funded Research and Development Centers are excluded; University Affiliated Research Centers may participate.
