Research capacity- and infrastructure-building projects at HBCUs and accredited post-secondary minority institutions, in scientific and engineering disciplines relevant to the U.S. Navy and Marine Corps mission, combined with student and faculty STEM engagement. Non-research STEM activities are out of scope.
