NavalX is the Naval Agility Office, a partner organization within the Office of Naval Research (ONR) headquartered at One Liberty Center, 875 N. Randolph Street, Arlington, Virginia. Its stated mission is to build stronger, more agile partnerships to accelerate technology delivery to naval warfighters — Sailors and Marines — by facilitating collaboration across the Department of the Navy and connecting technology developers directly with operational end-users. NavalX was established to address innovation gaps that arise when promising technologies remain disconnected from the military customers who need them.

The Tech Bridge network is NavalX's primary geographic mechanism, expanding from 6 to 12 locations as of May 2020 and now comprising more than 18 regional sites across the United States. Tech Bridges operate as formal partnerships between ONR and NavalX, with each Bridge providing local presence near Naval installations to foster relationships between startups, researchers, universities, and Navy customers. The Bridges do not issue grants directly; instead, they serve as a coordination and navigation layer, helping companies understand Navy requirements, connect with relevant program offices, and access SBIR/STTR funding pathways. Referenced funding opportunities accessible through Tech Bridge engagement include $30 million in rapid-funding SBIR/STTR opportunities and $10 million-plus in small business innovation for autonomy, AI, microelectronics, and command/control networks.

Startups, research organizations, universities, and nonprofits registered in the United States can engage with the Tech Bridge network. The engagement model is workshop-driven and relationship-based: companies attend NavalX workshops, meet Navy operational users, identify capability gaps, and then pursue formal SBIR/STTR solicitations or Other Transaction Authority (OTA) agreements as the actual funding mechanism. The Tech Bridge is most valuable as a pre-application investment — companies that build relationships with Navy stakeholders through a local Bridge have a significantly higher probability of aligning their SBIR/STTR proposals to real acquisition demand.
