Laboratory-scale and pilot-scale research and development of new desalination and water-treatment processes, materials or technologies that reduce the cost, energy or other barriers to treating impaired water for beneficial use, with a stated pathway to commercialisation. Testing of already-established treatment processes and construction of permanent facilities are out of scope.
