The Governor's University Research Initiative (GURI) provides cost-reimbursement matching grants to Texas public colleges and universities that are actively recruiting distinguished researchers from outside the Texas higher education system. The program is governed by Texas Education Code §62 and 19 TAC §190.1, and is administered through the Office of the Governor. The maximum award is $5 million per recruited researcher, structured as a matching grant that reimburses the institution's recruitment costs on a cost-reimbursement basis — meaning the university must first commit its own share of the recruitment and startup package before GURI funds are disbursed.

Eligibility is strictly limited to Texas public colleges and universities; private Texas universities do not qualify. The researcher being recruited must hold a Nobel Laureate designation, membership in the National Academy of Sciences, National Academy of Engineering, or National Academy of Medicine, or possess comparable national academic recognition in STEM or medicine as determined by the program. Critically, the recruited researcher must be joining from outside the Texas public or private higher education system — lateral transfers between Texas institutions are not eligible. Applications require institutional endorsement from the institution's president, governing board chair, and chancellor (if applicable), ensuring senior leadership commitment before submission.

GURI serves Texas's research competitiveness strategy by enabling its public universities to compete nationally for elite faculty talent by supplementing institutional recruitment budgets with state matching funds. An institution recruiting a National Academy member with a $10 million startup package, for example, could apply for up to $5 million in GURI reimbursement to offset that commitment. The program operates on a rolling basis with no fixed annual deadline published. University research development officers or vice presidents for research are the appropriate institutional contacts for initiating a GURI application.
