The program is aimed at 100 high-potential UAE manufacturers over three to five years, and it combines ministry-led design with delivery by industry partners and the Emirates Development Bank. Its support package is a mix of free digital services and concessional finance. The program points to AED 5.5 million in Industry Apps support for SMEs, another AED 10 million in services from partners including Maxbyte, Precast, and Noventiq, and an EDB financing arrangement rather than a direct cash grant. Eligibility is limited to for-profit manufacturers registered and operating in the UAE, with manufacturing as the only stated sector gate. Applications move on a rolling basis, so timing is less about a competition window and more about readiness to adopt technology, absorb partner support, and use the financing layer well. The strongest fit is a manufacturer that can translate digital services into measurable factory transformation, since the program is framed as a practical route to scale rather than a one-off award.
