Transform 4.0 is the flagship Industry 4.0 lighthouse programme run by the UAE Ministry of Industry and Advanced Technology (MoIAT) under its Technology Transformation Program (TTP). The initiative targets 100 high-potential UAE manufacturers over a three-to-five-year horizon, supporting them to reach Industry 4.0 lighthouse status through digital transformation of their production operations. MoIAT announced the programme alongside a partnership with Noventiq in 2025 to digitally transform 20 UAE factories using I4.0 technology.

Support is delivered through two parallel tracks rather than a single direct cash grant. The first is in-kind digital services: manufacturers receive AED 5.5 million worth of digital tools access from Industry Apps and AED 10 million in services from MoIAT technology partners including Maxbyte, Precast, and Noventiq. The second is concessional financing delivered through a memorandum of understanding with the Emirates Development Bank (EDB) and du, which provides loans to support manufacturers scaling their digitalisation investments. These financial flows are via partners; MoIAT does not disburse direct cash grants under this programme. Eligibility is restricted to for-profit manufacturers registered and operating in the UAE.

There are no published application cycles or fixed deadlines in the available programme materials. Intake is managed through MoIAT's Technology Transformation Program team at itti@moiat.gov.ae. Manufacturers seeking to participate should make direct contact to assess eligibility and initiate the ITTI digital maturity assessment, which appears to be a prerequisite step in the programme. The EDB financing component requires separate bank credit qualification independent of MoIAT.
