Eurostars (Estonia)
Supports Estonia's co funding for Estonian small businesses leading multinational innovation development partnerships under the network.
Eurostars (Estonia) is EIS's national co-funding window for the wider Eurostars programme, which sits inside the Eureka network and the Horizon Europe partnership for innovative SMEs. It gives Estonian companies up to €500,000 for multinational R&D projects that already have a foreign partner and a clear collaborative structure. The eligible applicant must be an Estonian-registered company, and the project must include at least one partner from another participating Eurostars country. Self-financing runs at 40-60%, and eligible costs include salaries for Estonia-based work, travel, development services such as consulting, design, testing, and IP work, materials, equipment usage, and patent protection. Calls run several times a year, with 2026 windows already published for Eurostars 11, the Biotech call, and the Lightweighting call. This is a fit for SMEs that are already working with an external technical partner and can move quickly through a cross-border submission. The joint application is filed through the Eureka Project Management Platform, evaluation takes about 16 weeks, and decisions arrive roughly four months after the deadline. Strong applications are usually the ones that arrive as a real partnership, not a loose idea looking for a collaborator.
