Eurostars Call 11
Administers research teams and institutions for Eurostars in biotechnology, artificial intelligence, and hardware.
Eurostars Call 11 is Estonia's national co-funding window under the Eurostars programme, a joint initiative of Eureka and the European Commission, administered in Estonia by EIS. Estonian companies that lead or participate in multinational R&D projects can receive up to €500,000 in national funding from EIS for the Estonian component of an approved Eurostars project. Projects may run for up to 36 months. The 2026 application window closes September 10, 2026. Decisions are issued approximately four months — roughly 16 weeks — after the deadline. Biotech and Lightweighting thematic calls are also open within the 2026 Eurostars cycle.
To be eligible, an Estonian company must partner with at least one confirmed collaborator from another Eurostars participating country before submitting. For-profit SMEs are the primary target, although Estonian universities and research organisations may participate as consortium partners. Applicant self-financing is 40–60% of total project costs, which is higher than most domestic Estonian grant programmes. Applications are submitted through the Eureka Project Management Platform rather than directly to EIS; EIS approval covers the Estonian funding component only, and the wider project additionally requires Eureka-level evaluation and approval.
Eurostars projects span any technology sector and must target applied R&D with a commercial product or service as the intended output. Estonian SMEs with an active R&D project seeking international scale and an EU partner should begin the Eureka platform registration and partner search well in advance of the September 10, 2026 deadline to allow time for consortium agreement negotiation.
